I have been looking at soaker hoses in our local garden centre. I think they are made from old tyres. Are these safe to use in the veg patch or will they fill my veggies with all kinds of nasty poisons which I will then eat?

Before the advent of plastic hoses all hoses were made of rubber. Note: many plastics leech plasticiser as a norm.
Are soaker hoses eco friendly?

Far more so than normal hoses or sprinklers - less water is wasted through evaporation - a subject upon which Isla is a recognised expert.

We have a drip irrigation system in our garden at front and back of the house. It is in the process of being rebuilt at the moment, though, as the sun tends to degrade the plastic eventually. A little bit finicky to put together as you need to measure pipe lengths and connect it all together, but not hard to do.
We have sprinklers for the lawned areas that also cover some of the beds, and drip irrigation in the pots and planters and some of the other beds.

We mainly use water butts to supply our water for the garden but fear we would need a pump or higher water butts to effectively use soaker hoses.
PS - Did you mean Isla was an expert on Soaks?
